Study Overview

 

The City of Ann Arbor last completed a Comprehensive Transportation Plan Update in 1990, laying the framework for improvements to the transportation system over the following years.  Since the completion of this plan, the City has experienced tremendous growth and change which alter the way transportation must serve the community:

 

·       Regional Population Growth

·       Regional Employment Growth

·       Expansion of University Medical Center

·       Central Campus Improvements

·       North Campus Expansion

·       Downtown Development

 

As a result of these changed conditions, it is the desire of the community to prepare an update to the City of Ann Arbor Transportation Plan that considers the effects of changes in growth patterns and development in order to prepare new recommendations to meet transportation needs and the goals of the community well into the future.  The plan should be mindful of previous findings and recommendations for the transportation system, and work to incorporate other current efforts, such as the Citywide Non-Motorized Transportation Plan, into a comprehensive framework for addressing current and future transportation issues.

 

Study Elements

 

The Transportation Plan Update Study is broken into 8 different tasks.  This website will be updated as new tasks are completed and new information is available.  The tasks are listed below:

 

·       Task 1: Community Involvement and Staff Engagement Plan - To develop and execute a plan to engage City departments, partner agencies, and the community at large in meaningful participation in the planning process.

 

·       Task 2: Data Collection - To establish a clear understanding of existing and planned transportation systems and land uses for the purpose of evaluating their effectiveness in meeting user needs.

 

·       Task 3: Evaluate Existing Transportation Systems - To assess the effectiveness of existing transportation systems in serving current user needs.

 

·       Task 4: Future Needs Assessment - To determine future (2030) baseline ("do-nothing") travel demand and roadway network conditions and to identify level of service deficiencies among all modes of travel.

 

·       Task 5: Land Use - To ensure an understanding of anticipated land use changes for their implication on the future transportation conditions, and to explore land use management techniques as a method of improving transportation.

 

·       Task 6: Development of Improvement Alternatives - To identify and evaluate a wide range of methods to meet the mobility needs and goals through the 2030 planning horizon within a local and regional context.

 

·       Task 7: Prepare Access Management Policy - To review the City’s access management principles/guidelines, and suggest any changes to better meet the plan’s objectives and improve the program for various situations in the City.

 

·      Task 8: Documentation and Presentations - To prepare final plan documentation and present recommendations, conclusions and implementation strategy.
